I would simply add a "unlock widgets" option on Desktop right-click, which is currently absent, and then add widgets in the usual way, with the existing dialog. It is uncomfortable to right-click on the panel to unlock widgets before you get a "add widgets" option, many newbies would never discover that feature. I think it is more intuitive when you right-click on the desktop, infact from there you can already choose Plasma themes.
